Centre for Management of Environment and Disasters (CME&D)

Pressures due to population growth and the ever increasing exploitation of the limited natural resources for the development projects have resulted in an increase in the disaster vulnerability of the communities. This led to the Government of India taking various measures for increasing the awareness levels in the stakeholders by way of increasing their capacity to face hazards in a better manner leading to reduced losses to the society.

The State Government set up of Centre for Disaster Management vide G.O.Ms.No.339, dated 12-08-1996 from Panchayat Raj, Rural Development & Relief (RLF.III) Department. Presently it is named Centre for Management of Environment and Disasters (CMED)

Mission

Create / enhance awareness among and strengthen the capacities of different stakeholders engaged in disaster management about relief, rescue, rehabilitation, prevention, mitigation, reconstruction etc., to reduce disaster risk and thereby its impact on human life, community, society and economy.

Focus/Objectives

  • To build database and information relating to disaster management.

Study on Urban Floods in Nadeem Colony, Hyderabad. Certain urban settlements are always subjected to local flooding whenever heavy rains occur in the city of Hyderabad. The study aims at finding the causes of such a situation and the measures to be taken to avoid such situation in future.

Flood Impact Minimization Project Khammam (Indo-German Project)

A Study report on Gas well blowout at ONGC well no.19 at Pasarlapudiwas prepared.

The event that took place in Jan 1995 caught the media attention world over. The CMED just formed was tasked to conduct a study of this accident with the following aims:

  • To identify the nature and characteristics of a gas well blow-out event and extent of damage caused to infrastructure, crops, prawn cultivation etc., due to blow-out.
  • To study the possible pollution of environment both in short and long term.
  • To study the role and response of Governmental and Non-Governmental agencies in providing relief and rehabilitation.
  • To study the existing action plans of ONGC in dealing with gas blow-out situations in future and to examine the co-ordination between the ONGC and Civil Administration.
  • To study the knowledge and awareness of the public in the preparedness for pre and post disaster situations and to suggest measures to improve public awareness..
  • To suggest suitable strategies and guidelines for combating the problems related to a Gas Blow-out Management.

Fortunately the damages suffered were marginal and people were temporarily inconvenienced due to the sound and heat. The people initially were very concerned but the actions by the ONGC and the civil administration restored their confidence soon.

Ongoing Projects

Preparation of IEC Material on Disaster Management. The aim is to use all the media tools available with the government to raise the awareness and preparedness for disasters in the communities. Material being prepared will be disseminated through Print and electronic media and in addition traditional forms of dissemination will also be used.7

Pilot Solid Waste Management activity in AMR-APARD Campus. This is being tried out in order to upscale it later in order to reduce pollution to the environment and improve the health of people.
